ComVec 2020 - solutions for the new decade

ComVec 2020 is a practical showcase and multi-streamed forum delivering attendees the knowledge and support to take their heavy vehicle fleets into the next decade and beyond.

The final day is a drive-day where delegates can get into the driver’s seat in the latest vehicles, on a closed test track, in a variety of modular combinations. 

ComVec 2020 runs from Wednesday 13 - Friday 15 May at the RACV Royal Pines Resort on the Gold Coast. 

At last year’s Brisbane Truck Show, the southern hemisphere’s largest automotive business to business event, we witnessed a turning point for our industry with the arrival of commercial-ready electric vehicles, but equally as importantly – an array of technology to convert existing vehicles through electric drivetrains. 


More recently an array of our members have unveiled research and development projects and partnerships, including some already well advanced towards commercialising hydrogen fuel cell technology for long distance and demanding heavy vehicle tasks. Our key stakeholders also include major investors in the on-ground infrastructure required to underpin the realisation of these ambitions.


The ComVec 2020 program covers everything an operator could want to make informed decisions about their next fleet purchases.

Industry's compliance costs need oversight

HVIA gives evidence to transport regulatory reform hearings

Compliance cost monitoring needs to include design and manufacturing regulations governed by the Road Vehicle Standards Act.


HVIA CEO Todd Hacking gave evidence to the Productivity Commission’s public hearing into National Transport Regulatory Reform in Brisbane on Friday, explaining why monitoring should move beyond the on-road and in-service costs currently underpinned by the Heavy Vehicle National Law


“Monitoring the cost of compliance is good for industry as it ensures there is an evidence base to argue for removing red and green tape," Mr Hacking said.


"It is also a transparent way to ensure regulatory agencies are kept accountable." 


Mr Hacking said he was concerned that the report’s recommendations were missing the compliance costs imposed on the design and manufacture of heavy vehicles – making it harder to advocate for reform.


"Sensible regulation is necessary but there are many instances of over-reach and of regulation for regulation-sake.


"HVIA is constantly on the lookout for ways to reduce these burdens on industry and we hope this will allow us to do that. 


"Just because it is costs governed by a different Act or a different department it still adds to the costs of putting a heavy vehicle on the road,” he said. 


Mr Hacking was also there to support the Productivity Commission’s recommendation to overhaul the ADRs for a more effective, streamlined approach. 


“The ADRs are outdated, difficult to change and haven’t kept pace with the industry’s thirst for advancement," he said. 


"They do not encourage investment and don’t incentivise technology and innovation. 


"This needs to change to ensure improved safety and productivity measures are adopted.”

     

Cost recovery under RVSA submissions deadline

The opportunity is closing this week to provide feedback on the Draft Cost Recovery Implementation Statement outlining planned charges Road Vehicle Standards Act (RVSA) is implemented.

HVIA's Greg Forbes is looking to affected members to assist in developing an informed response.

"HVIA is concerned that the proposed fee changes will increase costs to our industry and is keen to ensure that monitoring systems are put into place before the new charges are implemented," Mr Forbes said.

As a result of representations from HVIA, the RVSA implementation date was deferred from 10 December this year to a date to be declared by proclamation. This implementation date must be before 1 July 2021.

Australian Standards couplings & seatbelt reviews

Standards Australia (SA) will review the standards covering Seat Belt Assembly for motor vehicles (AS-2596:2003) during 2020.

SA is also intending to review:
• AS-2213 covering Pin type Couplings and Draw Bar Eyes and
• AS-4968 Road vehicles - Mechanical coupling between articulated vehicle combinations

HVIA has expressed its support for the reviews, as they require updating to better align with current legislation and reduce barriers to innovation by adopting a more performance based approach. 

Standards Australia will form technical working groups with industry stakeholders with a single group covering AS2213 and AS4968 while another working group will cover AS 2596. 

Members, who are active in these sectors of the industry, are invited to participate in HVIA's corresponding working groups to advise and assist us in making representations on behalf of members.

What to expect: HVIA State Committee meetings

HVIA has scheduled the next round of State Committee meetings commencing in February.


The February round of meetings will include the latest information on the PBS tyre review, the Productivity Commission Report on National Transport Regulatory Reform, the draft tipper code and the ADR review process being undertaken by the Department of Infrastructure. 

It will also include updates on various technical issues including brake certifications for ADR38/05, trailer wiring harnesses, tag trailers and couplings.
